Becoming a smart, green, and sustainable airport
Gia Bình International Airport is located across the communes of Gia Bình, Lương Tài, Nhân Thắng, and Lâm Thao in Bắc Ninh Province. The airport is being built to meet ICAO’s 4F standards, designed to handle approximately 30 million passengers and 1.6 million tons of cargo annually by 2030; and around 50 million passengers and 2.5 million tons of cargo by 2050.
The total investment is approximately VND 196,370 billion, including VND 141,230 billion for phase one and VND 55,140 billion for phase two, financed by the investor through equity capital and legally mobilized funds. The project is expected to promote growth in the Eastern region of Hanoi and meet the aviation transport demand of the Northern Key Economic Region.

The airport is planned with two pairs of parallel runways spaced 1,800 meters apart, enabling independent takeoff and landing operations. By 2030, the project will construct aprons in front of the VIP terminal, passenger terminal, cargo terminal, and maintenance zone, providing roughly 83 parking positions; expanding to around 123 positions by 2050.
The passenger terminal is designed to meet 5-star standards, optimizing space and functionality while connecting seamlessly to national, regional, and provincial transport networks. Hanoi will have direct connections via expressways, urban railways, and national railways. The project requires nearly 1,900 hectares of land and affects around 7,100 households.
The Government aims for Gia Bình Airport to meet international standards and become a smart, green, and sustainable aviation hub. It will support dual-use operations and strive to be among the world’s top 10 leading 5-star airports rated by Skytrax. The airport is also expected to deliver exceptional passenger experiences recognized by the Airports Council International, serving as the northern gateway and a regional hub for passenger and cargo transit, as well as a maintenance center for the Asia–Pacific region.
Removing obstacles and difficulties
According to the plan, Gia Bình International Airport encompasses nearly 1,960 hectares, with Lương Tài Commune alone accounting for approximately 1,012.7 hectares and directly affecting more than 7,800 households.
Thanks to synchronized implementation, by the end of October 2025, Lương Tài Commune had completed notification of land acquisition for the first phase (agricultural land), publicly posted information, and delivered acquisition and inventory notices to affected households. As a result, by the end of November 2025, 2,358 households had received compensation. Nearly 300 hectares of agricultural land had been recovered out of more than 600 hectares, with total compensation costs amounting to VND 1,341.5 billion. Additionally, the locality had inventoried about 10,000 out of 17,800 graves and began inventorying residential land to prepare for further acquisitions.
Building on these results, Lương Tài Commune is continuing to develop compensation plans for the second and third phases of agricultural land acquisition. Phase two covers around 150 hectares affecting more than 1,300 households, with expected compensation of VND 661.5 billion; phase three covers about 100 hectares, costing VND 441 billion. Phase-two compensation is expected to start in mid-December 2025.
The commune is also working to recover land for the construction of resettlement areas and cemeteries. This phase is expected to require about 103.8 hectares and affect nearly 1,140 households across six villages (Kim Đào, Đạo Sử, Tân Dân, Phượng Giáo, Đông Hương, Giàng). The local authorities and responsible agencies have conducted community meetings and are currently carrying out inventories. Functional units have prepared and publicly posted a draft plan for phase one, which includes about 50 hectares of agricultural land with compensation costs of VND 220.5 billion, expected to be disbursed starting December 10, 2025.
To ensure progress, the commune has requested that Bắc Ninh Province soon issue policies regarding compensation, pricing for crops and livestock, and particularly support policies for assets that do not qualify for compensation but have significant practical value. The investor must urgently finalize project planning and legal documentation, mark boundary landmarks, and extract cadastral maps to prevent delays in the compensation process. Meanwhile, local authorities will continue to communicate with residents to build consensus on site clearance.
Emphasizing that land clearance is crucial and remains the biggest challenge in meeting the construction schedule for Gia Bình International Airport ahead of the 2027 APEC Summit, Provincial Party Secretary Nguyễn Hồng Thái requested all units and localities to accelerate land clearance, especially the construction of resettlement projects so residents can relocate and stabilize their lives. The investor and contractors must focus on developing areas where the land is already available and complete administrative procedures as proposed by relevant agencies and localities.
Secretary Nguyễn Hồng Thái affirmed that Bắc Ninh Province will work with central ministries and sectors to establish mechanisms and policies ensuring legitimate rights and benefits for residents in the project area. The province will also accompany investors, remove obstacles, and remain committed to implementing the project on schedule.
